Open Government

Open government is the governing doctrine which holds that citizens have the right to access the documents and proceedings of the government to allow for effective public oversight. In its broadest construction it opposes reason of state and racist considerations, which have tended to legitimize extensive state secrecy.

The origins of open government arguments can be dated to the time of the European Enlightenment: to debates about the proper construction of a then nascent democratic society.

Among recent developments is the theory of open source governance, which advocates the application of the philosophies of the free software movement to democratic principles to enable interested citizens to get more directly involved in the legislative process.

Gobierno Abierto.

El gobierno abierto es la doctrina política que sostiene que los temas de gobierno y administración pública deben ser abiertos a todos los niveles posibles en cuanto a transparencia, esto debe ir unido a la creación de espacios permanentes de participación ciudadana y colaboración ciudadana.

Los orígenes del estado abierto se encuentran en la Ilustración, al aparecer en el debate público sobre la naciente sociedad civil.

En su desarrollo, destaca la reciente idea del gobierno "de fuente libre", que aboga por la aplicación de la filosofía del movimiento del software libre a los principios de la democracia, para dar la posibilidad a los ciudadanos de involucrarse directamente en el proceso legislativo.
